Flamer/Dueling Sword is commonly recommended for higher Havoc because both are unaffected by the greatly increased enemy hit mass (Dueling Sword had very little cleave to begin with, and Flamer ignores that whole system and just AOE's the whole cone regardless).
Below that, yes some weapons are better than others but your choice of gear matters a lot less and you might very well find other weapons more fun.

IIRC the AdMech trains laymen to do the most basic repair and maintenance tasks (especially for e.g. the Imperial Guard) simply because there can't always be a tech priest or even a minor tech adept around to fix small things, and Servitors themselves typically require AdMech to give them orders.
Like everything else in 40k, there would be huge variations—the Tech-Priests of Hive Whoseit might let things degrade to a shameful degree because they insist that lay people may not perform any maintenance, while the Engineseers attached to the Cadian 9999th Armored Cavalry might train as many tank crews as possible in proper repair and maintenance techniques for sake of expediency.
