This isn't canon or anything, but both in Fallout 3 and Fallout 4 the brotherhood mentions they've met with the Chicago detachment of the Brotherhood of Steel, but decided to cut contact because they "Went Rogue"...

Being that Lyons' chapter was already considered gone rogue, that means the Chicago chapter was somehow seen as too extremist, for the extremists of Lyons.

So either they are super zealous, or even more altruistic and accepting of other groups than Fallout 3's BOS.

I'm more inclined to believe it's the ladder, because the Chicago chapter is heavily based on the Midwestern Brotherhood from Fallout Tactics, and that brotherhood accepted Super Mutants and Ghouls into their ranks
