Thammer is TOP-top for raw damage. If you can consistently critically hit something, dagger and tact axe are both fast enough to be good single target damaging weapons.
There is the oddball of shock maul which can apply Skullcrusher on most targets with their special action and therefore cripples an enemy, but that's not really 'single target damage' and more CC and disable.
