But overall, the problems of the NCR are endemic to the sort cultural fallout of the same attitudes that allow people to maintain power with a "softer" veneer until it's time to actually reinforce those impulses that are indeed akin to the imperialism that you mentioned. I'd expand on it by saying that the consequences of the world that leads to the inevitability of fallout as a universe are still held on to in part by the ncr if we're going to focus on them specifically. Their corruption is less of a bug and more of a feature of how they organize themselves, how they actually commit themselves to their goals and what their goals often are actually about: returning to a sort of sense of "normalcy" by returning to the status quo. And often, at the cost of people who they will simultaneously claim that they're there to help.

I'm pretty sure the main reason that the deathclaw lost its hair from concept to production was a technical limitation of the rendering software at the time. I can't remember if it was the amount of additional rendering time required, an animation issue getting all the hair to move properly, or something else, but it was something along those lines. The hairy deathclaw in FOT was inspired by the original concept, plus we thought it was nifty to show that there variations and different mutations of the same stock "beast". We probably should have had both versions, but that's a decision based on hindsight.
