Each attack has a cleave value, like the devils claw heavy horizontal sweep has 9.5
This number means nothing with out context, it interacts with enemy hitmass, which is the cost to hit an enemy and keep swinging, poxwalkers have 1.5 hitmass for example. That heavy attack can hit 7 poxwalkers, it'll hit 6 poxwalkers, using up 9 out of its 9.5 cleave, and the final guy would need more than 10.5 cleave to pass through, but it doesnt, so it stops there.
If you have a cleave increase, such as a hive scum talent that can increase it by 50%, it does just that, and cleave is now 14.25, these cleave buffs are additive so another 50 would just be +100%

Strength also gives cleave, but is multiplicitive with it too

or for every additional enemy you cleave through you inflict less damage?

No, theres a cleave damage profile for each attack, where its basically target 1 takes x damage, target 2 takes y damage, down to a minimum typically ending at 4-6 targets

Its why even if you swing through many enemies, you may only kill 1-3

But thats not that bad, as youre still dealing damage to a wide number of enemies, so that smaller damage they get hit with will still result in more kills
