8 > 4, so that attack can cleave through the first enemy (which deducts 4 from ur cleave budget, now becoming 8)
4 !> 4, so the attack won't cleave through the second enemy, and cleave stops

brutal momentum makes it so if you weakspot kill the enemy, that enemy's mass is considered x0% (to become 0), and ur attack's current target profile is kept
so the first enemy (who receives 1st target dmg) is cleaved through, cleave budget stays at 8 because 8-0=8
second enemy gets hit by 1st target dmg, still 8 cleave
3rd enemy gets hit by 1st target dmg, still 8 cleave
4th enemy now becomes ur actual first target (who still takes 1st target dmg), and BM stops working
to cleave through this 4th enemy, the attack's cleave needs to exceed their mass, and 8 > 4 so it'll cleave through (and deducts 4 from cleave budget)
