Rampage + Cranial is good, although for high havoc rampage + wrath is to be considered.
Side note, relic blade works better with IJ (inexorable judgement) as it does not have very impressive crit scaling, though piety is of course good for survivability (damage reduction)

Powered relic blade is incredible for that. No zealot weapons will let you slam into crushers spamming attacks and win though. Even thunder hammer requires specific attack patterns (and talents, really) to do well.
