Tbh the damage is good enough without activation that it really doesn't need as much of a boost as it has, just have activate give a small boost + more cleave and we're good

but that same part added if you were already at 10 with other parts puts you at 5

so you can find the tier you're comfortable with and mix and match parts to hit that range
