Some people are part of entire communities whose food resources are going to be narrowed to whatever grocery stores provide, what fast food exists in the area, etc.

The food industry makes tons of concessions within itself to make food a certain way and work with the government to have laws that accommodate their interests. My point there had more to do with bringing up how the system itself is antagonistic to people's health needs.
