My guess is yes, but I have not done any rigorous tests on it. My intuition came from the old days when I used combat axe with the rightmost keystone of zealot. I can feel the difference in my charge attack when I have 0 stack vs 20 stacks. So I encourage you to do the similar tests to verify my answer.

Not sure we are on the same page. My tests showed me that I needed 4 crit headshot with full stacks of uncanny strike to knock down a havoc 40 crusher.
Havoc 40 crusher has close to 10k hp
