It is very individual.
Grab the weapon you are interested in and hit inspect then look at the attack breakdown.
It will show a table for every different swing that gives it's damage versus all armor types in rows then in the columns how they perform with crits, headshots, and crit headshots.

Maulers have flak armor bodies and carapace armor heads.

One of my issues with this is that that page is just a bunch of numbers. It doesn't visually show me what each swing of my Combat Axe will do.
I've been using the Combat Axe a long time, and I'm still not really sure of its swing pattern. Sometimes my swings go right over the heads of enemies - and I then have to aim toward the floor to make sure I hit the enemy.
(But by this point, I should really know exactly which direction my axe will swing with every swing... maybe I just need to do a bit more homework)
