well okay, for lower difficulties where you're not getting assailed from all sides by a constant stream threats the chain weapons special can be really nice to have but on like hi5 - havoc, you almost never get the opportunity to get the full special attack off without eating damage in return

and since the majority of the damage is new skewed towards the final "rip" proc on chain specials on armored units, its basically just a flat nerf

On armoured types, the damage will be skewed more towards the final instance, simulating the chain blade finally ripping through the enemy defences (e.g. Flak or Carapace armour)
Conversely, the damage will be immediately much higher on less-armoured types as the chain teeth immediately bites into the flesh (e.g. Unarmoured, Maniac, Unyielding)
