Health is a limited resource. Harder to build for. Toughness on the other hand sees a lot more benefit, as it’s something you replenish en masse with every class.

Ogryn is really the only class to justify building for health, but it’s the same argument.

so u can get a couple procs of scourge, and IoD during a horde

not as good as with a BP build obviously

but it can work

n you only need to crit once every 4 seconds to max IoD value

so it’s kinda doable
