If you were to have 100% crit chance yeah. Also with some weapons Wrath is better, mainly just due to SS and Rampage not proccing if you ever execute an attack that doesn't cleave 3 targets (pops up in Havoc). Perfect Strike sometimes has bad moments where you aren't proccing it a few times and it's annoying.

This is the build template I use for stealth thammer. If you proc duelist you do not need Martyrdom to hit 1 shots, if you go Martyr you can take 3x toughness curios and still hit good breakpoints. 9 points to use for what you want, if you don't take blazing piety you can swap scourge to blood redemption and drop enduring faith incase you don't want to use shroudfield to bootstrap crits on the thammer. Thrust/Headtaker w/ Unyielding/Flak on the Thammer, I usually run it with a surgical boltpistol/revolver or an autogun.

Crucis' special attack hits harder, Ironhelm's special attack does less damage but has significant cleave allowing it to have better crowd damage and ease of use in mixed hordes.

With the Ironhelm though you can just use a push and then heavy to access the H3, it takes longer but is only 10% less damage iirc than Crucis.

Restoring Faith will only restore health, but procs on taking any damage. Shield of Contempt only procs on health damage taken. Thy Wrath be Swift procs on any damage taken. The Master's Retribution procs on any melee damage taken.

And to be clear Restoring Faith's buff icon will just pop up if you take any hit, but it'll only properly work on health damage.

so no regening health when taking toughness damage (though that'd be extremely funny)
