Now if you made a DS dual-wield weapon w/ a dagger/buckler as the 2nd weapon, that'd be cool.

That's expected. The two values are the lerp range but there's an offset on the min/max.
For weapons that scale the lerp w/ a stat, it's gonna be the difference of the max and min, for the actual minimum value it'll be min + (diff * 0.25), for the actual maximum it'll be min + (diff * 0.75). For the 80% limit it'll be min + (diff * 0.65).

In the Shock Maul's case it'd be

• 8.5 + (4 * 0.25) = 9.5 (minimum value),
• 8.5 + (4 * 0.65) = 11.1 (80% value),
• 8.5 + (4 * 0.75) = 11.5 (100% value).

Counterargument, I have 12 knives and get them back every time I kill an elite or specialist with my melee, the vet has 3 grenades and only gets them back every 60s (or a 5% chance when an elite or specialist dies, which is very feast or famine).

I can drop an entire pack of dreg ragers in seconds, he has to throw a grenade and maybe kill all of them with it.
