I've never once experienced this(except when I was new and still learning) and I don't use the dueling sword. In my 300 hours I have met countless ds players and not felt outperformed at all. It's a top weapon sure, but I am not seeing this bs everyone is claiming.

Common Misconceptions About Timed Block
Timed Block by itself has no special effects. Which means:

It does not reduce the stamina cost of blocking
It does not guarantee to force the enemy into a stagger animation. And even if they show the stagger animation, they are not actually staggered.
It does not stop berserker enemies(Savage/Plague Monk) chain attack.

I think the best thing that can be done with the Dueling Sword is crank its carapace piercing all the way up, and then crank its crowd control and overall damage pretty low. Its animations really imply a fine piercing item, but its blade shape doesnt boast much damage.

Yeah EoF fixed a lot of bugs w/ the flamethrowers but it obliterated the VFX. It was an overall buff by a pretty significant amount. Notably fixed a lot of hitreg issues. People didn't like the VFX or the bug fix that made the flamethrower particles respect armor values (damage hitbox vs. layered armor moment) so they said it was pre-nerfed and all that. Arrowhead reverted those changes though, nerfing the flamethrowers. Cool VFX though
