That's not a mutually exclusive thing, and Mk XV Evis lights def should have normal stagger instead of being capped at like a 0.15s stagger duration they're the crowd-focused attacks on the XV.

It uses the sticky stagger profile on the Mk XV lights instead of any of the normal stagger profiles used by cleave attacks. It causes an extremely short animation (game thinks you're just sticking into them so it just does the first segment of the 'i was hit by a rev' animation). The caveat being that this stagger profile has different stagger thresholds, and the XV has high stagger on them, enabling pretty easy instantaneous stagger on a lot of targets but that can literally be default and the weapon has single target stagger.

dumping mobility vs reload speed is preference, but due to how much reloading revolver has to do, combined with terrible reload speed talents (bad pathing and bad activations), makes reload speed more important
