Taking a look at it, just kinda seems like "mutator_higher_stagger_thresholds" is used but "havoc_higher_stagger_thresholds" is not in the stagger calculation. The havoc one is what's used by fading light 1 & 2. The mutator one is used in the flash missions file (no clue if they're used by maelstroms or not).
Based on the description of the mutator I'm just gonna chalk it up as vestigial, happens a lot with this type of thing.

I might mess up a bit more while panicking, but, the skill that it draws out more than makes up for that

I've been using flail on zealot mostly lately. The armor pen is a joke, i've had to whittle down groups of like 6-7 chaos warriors myself, while taking like 7-8 hits per enemy to kill.

one is double damage at the normal tick rate(and you can have multiple burns on the enemy)... one is the normal damage and double the tick rate with only 1 burn, but, it lasts forever

Go to the Psykhanium. Hit Crushers (big armored guys) for carapace. Other armored elites are usually flak, maniac, or unarmored.

Then look at your armor damage modifier table

It's an armor type. If you inspect a weapon you can look at damage vs. each armor type (it's a bit limited though for cleave and chain weapons). Carapace is the highest type of armor available to enemies, most weapons see massive damage losses into it.

Do remember that gameguard is kinda just a dogshit anti-cheat and also its implementation is unfinished (the PSN drama prevented it from actually being finished for HD2).
It used to be so bad at working that people could literally just run cheat software before it finished launching w/ the game, even basic stuff worked for like 40s so a lot of people just had preset configs. Thankfully that's since been patched for the most part.

Tencent is a fairly controversial company so this may cause 'sell out' drama w/ Arrowhead, but it does enable Arrowhead to spend a lot of money on development of Helldivers 2 content and possibly for future games. It's possible but historically unlikely. It's genuinely more likely that Arrowhead (or even more likely Sony) causes an issue themselves. It's not even much of an Arrowhead thing it's just the community being really unstable.

It has great single target and mobility but the horde clear is pretty ass
I'm not sure what the optimal horde clear and single target combos are for either unfortunately but I believe the special and push attack are important
Special light on 3 is essentially a faster heavy for single target and the PA is usually a horizontal sweep for horde clear cleave

There is no harm to trying it out
This isn't a hardcore game where you die in real life if you die in game
If you get a toxic teammate that says you shouldn't be in this difficulty just say "ur mom" and leave or stay idc
