Skullcrusher applies a debuff when you hit an enemy and they're either staggered by that attack, or already staggered. The buff lasts for iirc 5 seconds, but will only give the damage bonus while the enemy is in a stagger state as well. You just need a stack of stagger applied to satisfy the condition, doesn't need to be them knocked onto the floor.
