Club is an impact focused weapon so it works better with the taunt cdr talent to keep taunt up for it's effect and the toughness regen, not to mention skullcrusher everywhere
Cleavers have much better horde clear at the cost of armor damage and impact, when comparing the two weapons on their own the cleavers are honestly better tbh which is why you see them in more standard melee builds, clubs are good but only taken to the next level with synergies
