its literally any enemy that isnt a crusher or a boss
if you have 100 ragers relatively grouped up, flamer will kill them just as fast as it kills one, that being pretty damn fast

It weighs heavily on the burn stat
Because that dictates the max amount of burn stacks enemies can have on them from your flamer
And most of the damage is coming from that burn, so it's dealt over time
You don't really need to keep blazing away the entire time till they die, burn stacks last surprisingly long
You can get away with spending like 7-10 into an entire horde then stopping
Then watch as they start falling over
Plus it goes without saying that it's not really worth it to use it when you're not flaming a decent to large sized group, anything less and it would be both a waste of your ammo and time
As for the fact that flamer doesn't really allow for longer distance shooting, throwing knives compensate for that more than enough (not to mention that they have the best nodes leading up to them anyway, are generally considered the best zealot blitz, and can be used to cancel the flamer draw animation to start shooting way faster)

15, which is flamers cap youre dealing like 210 per tick
(these are from memory so theyre not exact but roughly close)
wheres the video i had in havoc 40 with the psykers flame staff
