i'd like to say the justification for it existing was to prevent weapons from killing all these weaker enemies too fast but ... idk

they never justified this design choice

Chain Axe is certainly a slow clear weapon

It's designed to chew up elites and bosses really, and it clears well enough to still be fine. Would like a little boost to it, but it knocks the horde about pretty well at least.
