snipers do have 10x toughness dmg multiplier but the perk is almost always taken only to extend health's usefulness, since sniper shots have full spillover effect
crusher and mauler have 2x toughness multiplier to their overhead attacks, not 3x
the only enemy with <1 dmg multiplier to toughness is reaper
