Well the main reason for %60 pen is
1- There are literally no breakpoint changes between %60 to %80 pen if everything else is at %80
2- I have Uncanny Strike to compensate for armored targets. Tested against every single enemy at every single uncanny strike tier, you still don't have a single different breakpoint

If that's the case, I'd prefer a little bit of movement speed and dodge distance over miniscule damage amp

Of course it hasn't been tested thoroughly in havoc 40, but for auric this is the case
