The player will not sit and ponder an ethical dilemma. Maybe once or twice.

These are present in New Vegas. My favorite is when you investigate Corporal White and then the water shortage.

But it's not the only one. How should you handle the white glove's cannibalism? How do you interact with the NCRs corruption? On a larger scale, do you side with them or try to get "independence" for new vegas (and give yourself the potential to become a new mr house if the lust for power takes over). The relationship between the NCR and the Khans, etc

In new vegas when you make these ethical decisions it's extremely common that there are consequences which are alluded to as being possible, and then the actual consequences that occur after. It is extremely clear in design what the game is trying to do.

You as a player are deciding to interpet these older games as asking the player moral quandrys but they are not. You are reading into it and looking for ethical quandrys to think about. Which is fair but it's a different design.

Now. You did ask me if I "actually played the games or just watched the deep dives." I have many many times played them, but I also do watch the deep dives. And I agree and disagree here and there. But the biggest thing that I do agree with is a point Warlockracy made. "There is the 'correct' option, and a contrarian option." The contrarian option exists to give the player a rebellious path or to play evil characters, but they understand that the large majority will want to go with the good option.

His evidence for this is in the amount of effort that goes into each path. He provides some examples:

Fallout 1:
Small scale example: Killian and Gizmo.

Killian follows due process and demands evidence that Gizmo is attempting homicide before rolling in to kill him. You get a mini quest with 2 separate paths and a unique scripted bossfight as well with a unique death animation.

With Gizmo you just go run off and kill Killian and come back. The contrarian option.

Larger Scale: The master

The game literally just ends if you decide to help the master. The same cutscene plays that would play on a lose condition (game had a 2nd timer back in the day). Super low effort, the contrarian option.

Fallout 2: Do you unite the slags and the people of modoc or do you let the people of modoc massacre the slags over a simple misunderstanding. The massacre side is as low effort as saying "go ahead and kill em" and then they do. Good option, contrarian option.

Do you join the slavers and literally enslave people, or do you stop them? Good option, contrarian option. This one is different I admit because siding with the slavers does lead to more content but I think here we can agree there is no ethical dilema here.

I can give more examples: Do you rescue the vault squatters who are being held hostage by the Khans as a smokescreen or do you not?

Do you side with racists in broken hills or not? Do you help the ghouls in gecko or eradicate them for vault city?

No matter how you solve Beyond the Beef, the Ultra Luxe casino continues being run by creepy people in suits. If you kill Mortimer, they just aren’t being led by the head creep. If you gun down every single person in the casino, House will merely slap you on the wrist and the tellers and everyone will respawn. This changes nothing about the game world or The Strip as a whole.

No matter whether you go in and complete Vault 34’s quest to shut down the reactor, the NCR sharecroppers are only affected as much as the ending slide. Prices of food items like Maize or Nutfruit do not change. The sharecropper areas do not become more radioactive. The most that happens is that the surviving dwellers will move in near Camp McCarran and the sharecroppers will bitch that they’re being sent home.

You can wipe out entire areas like Black Mountain or Jacobstown and there is no effect on the game world. Super Mutants don’t become more or less common as a roadside problem, as you’ve effectively murdered the two sanctuaries for their kind.

You can walk into the Legion camp, wipe out the entire Legion + Caesar, and there is no effect on the story until the finale when Lanius just shows up anyway

I love Vegas to death, but to say that many of your actions actually have any consequences just doesn’t sit right.

Here is the distinction.

Stricltly speaking, the player character is being asked to make an ethical decision. The player character is given the two options and they must choose. The PLAYER is not asked to make an ethical decision. Any sane person is going to say that slaughtering the slags is wholly evil and pointless. The player is asked "how do they want their character to respond."

your character will only do things you make them do. they are an instrument of your will in that world. Sure you can make them do stuff you wouldnt do in real life. But you are making all the decisions for them

The player still determines that killing the slags are evil. Because there is no question about it.
