Uncanny always on non-piety cuz without super consistent crits your armor adms are bad.
Precog is best for damage (synergizes with duellist)
Riposte for more consistent crits (honestly precog is probably better)
Lacerate for more horde clear (if you want to make your knife do everything, it really only makes sense if you play damnation hi+ and need to clutch often)

crit chance perk never makes sense cuz its only 5% and the +armor type damage perks are a full 25% (not just rending but full on damage boost). thats almost always better

Second wind is an absolute beast and is you main source of toughness sustain, but in situations of being stuck in fire / gunner fire / eammate pushing poxburster on you are the most dangerous ones (except being disabled) when you get out of that situation (you will with Thy Wrath) you're gonna end up with something around %0 to %50 tougness remaining.

Second wind will try to help you after the situation but it can't restore you back to comfortable toughness immediately since it has an internal cooldown of 0.5 seconds between procs.

If you don't have any other means of getting toughness back, you'll have to waste a dash to get your toughness back immediately after a situation like this to keep it manageable.

I don't like wasting my Dash after every situation like this so IJ toughness gain keeps me comfortable while having my options open to use my Dash in another situation i'd need it more in.
