I think the issue with damage is that the actual difference it gives is minimal, nothing about breakpoints.

Like going up 60-80% on damage might be a 2.5% damage buff overall.

Meanwhile taking charge speed, blast radius, or stopping power etc etc, going from 60 up to 80 could give you 10% more damage, 10% more radius (for 21% more area covered) etc.

Not getting hit is optimal, zoom through levels means more loot faster, mobility is not always a dump stat. For most builds having one of your two weapons being a mobile weapon with max mobility feels REALLY good. Whether your primary weapon uses it depends on the weapon.
