the difference between 0 and 80 CC is 11% attack speed, at 60% youd be losing out on 3%, which is a small number, but attack speed is far more impactful in terms of your actual gameplay as opposed to 3% damage (and itll simply feel better too)
youre hitting things 3% faster, staggering them 3% faster, able to do whatever next action you want 3% faster
