as you level up your mastery with that weapon either by playing with it or sacrificing weapons for mastery xp, you can empower it to raise it closer to those maximum stats
the ideal stat spread is going to be 80% in each stat (the maximum) and 60% in the least important stat, which on 90% of weapons is mobility

Something to note is that I'm using a lot of infantry lasguns with builds like this.

Vraks MKwhatever the fuck won't let you down and it's a really safe, powerful pick. Executioner's stance only makes it better to mess around with so go nuts. I dip into the bottom tiers of the middle tree since they're extremely good utility talents shared for the entire team. All you really have to do is just keep yourself alive and pace yourself when dealing with bigger shooter spawns.
