the headshot damage there is 1403, and precog is raising that by 60% for a final damage total of 2975 on a non crit to the head
this can also apply to the crit damage, and finding that exact number is going to be dumb cuz duelling swords are weird and have different headshot and crit damage numbers, so ill just use the headshot damage number again despite it being lower than reality, meaning that a crit is dealing 5219 damage, before the forced rending from fotf

The only thing you should worry about regarding specific stats being lowballed under 80% as their ceiling is flamer/inferno staff burn being bare minimum 76%.
It's something to do with the way the DOT's stack up, and that's the threshold where they stack the fastest.
