cleave is basically how many enemies you can swing through before your swing stops
hitmass is an enemy value that varies depending on the enemy, weaker enemies have a lower hitmass, and armored ones have a higher hitmass
as your swing goes from target to target, for lack of a better phrase, the game spends your cleave budget based on the hitmass of each target
you may hit like 8 horde enemies, but only 3 armored enemies, because it costs more hitmass to cleave through

shock and awe reduces the hitmass cost of enemies that you cleave through, but it has no bearing on the damage
