any time you hit a flak part, its damage is increased by 25% with the perk
uncanny changes the adm to where you deal full damage cuz youre ignoring the armor damage reduction from flak, but the perk is seperate, so youre dealing essentially 125% of your weapons damage to flak when you have ti maxxed out
