As for lower levels, it can be called something like "Coolant overflow". Same way the fog can happen due to a vent purge. Hives are known to be large enough to have localized 'weather' events, like the "rain" in the torrent (which isn't rain, but you know, semantics)

Hey! You know what would be real Next Gen? Big snow piles that slow your movement, BUT players/enemies leave trails behind that don't, and fire melts it. Imagine, Ogryn snow plows, helpful flamers/bombers, seeing a horde of poxers slowly pushing their way towards ye. What a dream that could be.
A more feasible effect could be like, guns/psykers don't overheat as quickly, but if you are out in the cold your attack/reload speed gradually slows down. So you have to find heat zones to reset the debuff.

I think theres also room for a "storm/flood" type condition, where certain areas are now full of stagnant muckwater that slows you down, or flowing water that slowly pushes you. Hard Rain style, floor is (not) lava gameplay and the like.
