and i think you're severely mis-evaluating how useful it is. in terms of boss damage raking fire probably always wins vs +unyielding (including the opportunity cost, since fire frenzy/ds aren't going to be useful in any shooting scenario beyond 8 meters)
if you have blazing piety you get a gigantic effective crit rate from crit strings, and that's the majority of the finesse boost already being applied (so hitting heads has less value) and you get more from raking fire than +unyielding
and bosses only aggro onto 1 player which very often isn't you
