But jn the event all three are out you are kinda just eating damage even at lose range

There are so many ways to look at it that this is essentially a glass half-full vs. half-empty argument. It's got like an entire mag of more ammo at the cost of .6 (ZERO POINT SIX) firerate. Chances are you're not sustaining fire for long enough to even see a difference in performance. The things it gets and the things it loses are the tiniest differences that the weapon is functionally a Liberator reskin.

Even now, it's functionally the same weapon as it used to be but with a bit less durable damage, and it's not perceived as strong.
