It still mows down everyone, just needs to actually build for it instead of being the default. If you minmax and have a touch of luck it can drop 1 Crusher per shot even on Zealot. Even without that setup it holds the best Crusher clear (and by proxy just has good elite clear in general) for Zealot, on Vet it's hard to compete w/ Plasma Gun but it'll still out-DPS Crushers.

The key is that crusher has good crit damage
For cdr, the main part isn't how often it crits, but how many enemies it hits in its crit, since each hit enemy per crit counts as it's own instance of reduction, which the crusher does pretty well, but gets even better when you use the special activation
