I believe it ignores stopping at maulers, Bulwark shield and Crushers, however, if it's a revved attack, it'll bite those, so perfect strike and rev don't have the best synergy if they are involved

IIRC Perfect Strike makes it so your attacks can cleave through 300% more mass before they come to a halt, and it also makes it so your attacks are not halted by Carapace armour parts
