Plus the Revolver is tricky to balance by its very nature. Because it will never have more than 5 shot capacity (maybe as high as 8 with a different model) it has to be accurate and hit breakpoints. If it doesn't do that, it's underpowered. Nerfing mobility or draw/holster time on a pistol would just be bizarre. All they could really do is hit the max ammo, which isn't as big a problem if it's only used to remove specials (and even then, there's ammo aura)

The amount of wiggle room you have with just skill can bridge the gaps between class differences. Just like, leading example is Crab back before P13.
