I'm not gonna claim that Precog will be up every time you do a first hit on an enemy to be fair. Though 2 seconds is enough to drop just about every elite with buffs up there will be cases in which Precog is down. Despite this it can be up for the first hit, doesn't make sense to me to take Mercy Killer over it.
