At ideal crit timings (criting at 13 stacks has significantly more impact than criting at 1 stack) a crit will provide a very small improvement to kill times on elites. Found my old message and it was worked out to be an avg. 2.7% faster ramp up time. This was worked out with Warp Nexus (psyker blessing) in mind, which somewhat lines up with Blazing Piety. Anything that doesn't get 15 stacks of fire before it dies will have an unmeasurably worse benefit.
