The bolter for zealot isn't great. For a vet it is decent one shot kills on -- everything. It's an option for a certain playstyle.

One shot isn't really the goal for a non-crit build. For a zealot it's about 2 round bursts. It works. It gives 7ish 2 round burst kills that stun and suppress. I've watch a lot of revolver peeps miss like 4 head shots on crushers. The bolter is fine-ish.
