I think it is more so that he's actually learnt how to sound smart. He still struggles with big words, but he speaks purposefully slowly so that he can sound clearer, but also so that his brain can keep up with those big words.

The other personalities do so...on occasion, but the heavy does so reliably.

But you can tell, at times, that he has no idea what people are actually saying some of the time, but he acts confidently enough that they don't question it, even if his response does not really match.

Because it just buffs explosion radius. It works on impact 'nades, blinders and the already stupidly OP busted Boom Bringer.

The first two is okay, Boom Bringer just needs a nerf.
