Yes and no, dont get me wrong it does matter but each build will need things differently and it will tailor to different play styles, if your whole thing is avoiding getting hit, that percentage aint gonna matter as much, if you simply dont care because you generate enough toughness to keep you going, it will matter a bit more. Also depends what your goal is, if there is a lot of corruption, the most max HP you can get is better, hell if you are in a flittery build you might want +2 stamina so that you can keep running and dodging. It all comes down to preference and build. Should you spend all your resources to get that extra +1/2 no but if you got nothing else to spend it on, yeah why not

yeah jocking the thing every time you equip it makes no sense but this weapon clearly needs it to offset its power level. however, you don't have to fully finish reloading every single time, only when you know you want to use it again right away. just shove that mag in and go do something else, next time you equip it you will jock the thing agai...
