if you're worried about as much ammo economy as possible on havoc, I recommend using the mk ii infantry las w/ headhunter and ghost + flak and maniac. Combined with deadshot and survivalist, I don't find myself panicking over ammo. If anything, I let my teammates know they can grab ammo when I find it

Revved heavy + Bloodletter will one shot most things short of a crusher or bulwark
Bloodletter and revved light attack can one shot everything up to a mauler if you don't hit him in the head
Light + Savage Sweeps deals with hordes
Both heavy and light are good enough to deal with any flak armored elites and specials that you don't necessarily need to crowd control
It's actually a nice all rounder but not really a master of anything
My previous favorite was the shock maul but the chainsword just makes things dead faster
