They do functionally the same things but work slightly differently
I’d say rending is a good pick but not always necessary
Since you’ll have at least 1 of ur weapons be designated anti-armor
test your breakpoitns and drop wahtever you dont need
if it doesnt reduce the # of shots for a weap[on like hb3 then it functionally does nothing
and if you ahve leftover points you can grab stockpile easily
Rending talent also translates to your melee weapons too. Make sure to check your melee too, specifically on ragers.

weapon specialist (right keystone) also synergizes very well with the weapon

longshot is pretty meh
its decent at best on some weapons
but the range is very far to max out

i would suggest getting creature spawner mod and spawning a gunner to shoot you to see how suppression works with your gun
most rapidf ire weapons are close range weapons in the first place so they dont reallyn eed it either

Helbore lasguns and plasma are completely immune to suppression
if you are extra sweaty you can take it 
although getting hit at 0 toughness can still fuck your aim cause of stagger still does that
if you're gonna be range focused might aswell grab longshot
just after that you have exhilarating and %30 reload speed perk
both are great in their own right
i guess they thought having a gun with delayed shots get suppressed would be too harsh when they made plasma
imagine how bad suppression would be on it
I think hipfiring takes nearly zero suppression
anything happening during the charging would fuck with you so bad

well, it'll save you about a second of charging surgical

Its just that bolter needs multiple crits to down some targets

its not your typical executioner build
it'll probably reset before you reach max crit rate anyways, even with deadshot.

basically if your weapon does 60% dmg modifier vs carapace, if you get 10% rending, it does 70% after
