Power is damage, cleave, and stagger. So power boosts can let your weapon hit more targets, even if it didn't do so already.

They function identically in practice, the only difference is that one is power, and the other is a slightly higher amount of damage. I'd take the power personally, because hitting more targets is also more damage. But both work fine.

I liked ghost/headhunter since it's the least good for the deadly accurate/headhunter combo. I do a critfishing setup with deadshot and ghost puts you into a dodge state for duck n dive for essentially infinite stamina as long as you're getting shot at.

The problem with the keystone lies in:

1. The points it takes to get to them. Trim the useless fat
2. Needed tweaks, particularly for left keystone
3. The fact that FS put off including keystone because they wanted ones that didn't shoehorn you into specific weapons to make use of them, then eventually provided keystones that do exactly that.
   There are like 4ish decent builds around keystones, each benefitting from very specific weapons.
