Probably because havoc isn't fun for a lot of people because you need or very want a group to have the meta sheesh compared to having fun being secondary add to the fact that generally people you find in the game (from my exp) aren't to good or like to troll a weebit :))))))) it takes a decent bit of the goofy off for the people who like to blow up barrels near people

Also i'm guessing that you probably look for havoc 40s and even though i've cleared 40's and had some close no one go down runs (it was late and i trolled 3 times in a row don't judge me) i don't tend to want to sweat the heck out or feel i'm good enough to play a havoc 40, while i definitely can carry my own weight possibly even a little more i don't generally want to, or feel like i can even if i know i can, hope that made sense. (also maybe i'm sick of always having to switch to dueling sword over my preferred melee)

Bring a flamethrower and wait for a horde. One map with a guaranteed horde is the Twins special event. At the point when you first encounter both twins in the map a horde will spawn from behind. You can toss a stun grenade at the chokepoint you entered this hallway from or guide them into the small hallway on your right as you enter. Swap to flamer and go to town on stunned enemies. When they are dead throw a 2nd stun grenade, empty flamer and finish the rest in melee. Can be done on Malice but you may get more horde density from Heresy. It helps to have someone kite the bosses for you but you can keep dodging as you flame. Any high intensity map on Heresy with a chokepoint/doorway will work if you wait for a horde though. Just throw first stun as they bunch up and flame them, repeat as needed. Should be mostly done in two stuns and a flamer clip.
