in a server with friends and it isnt allowing me to put points into any skills but the others in the server are able to. no other mods have been added and we used apex for the server.

Have you tried making a new character and seeing if it works?
Also, have you tried a fresh install of the client? Your side, not the server.
Possible your install is messed up.

yeah i found out that it lets me put points into certain classes like elementalist but paladin

download the serverpack, unpack it, and upload it through a proper FTP like FileZilla
don't use your browser
that also fucks up files
your browser will just partially upload shit
something like FileZilla will make sure your files upload properly
