Help regarding cyber crime

i am from india, uttarakhand, So one of my school kid (of sameclass) made a instagram account which makes memes on students. but not at all funny they tend to pass derogatory comments on kids, harming their dignity and then trying to make a exposee on them on their stories, many kids get badly affected due to this and also exam time children get negetively affected, any help😭
