How are you testing the import? Are you using the same Files install or are you using a new system/install. Also if you trying to import tags there's a current bug that stops it working. It will be fixed in the next update.
I forgot to mention that it's primarily about the tags.

You can edit the filestags.json now if you want you will need to open Files settings > About > Open log location > Settings folder > Open filestags.json > Copy contents into the zip version of the file.
Ah yes, there was a bug where the exported file was missing it's closing bracket.
This is fixed in our dev branch and will be included in the next release

No the tag are set on the files/folder themselves. The Json file is just so Files know what to name and color them as
The files that I had already tagged are no longer tagged, so I ask if the filetags.db can be restored. Due to the new installation, this information is no longer there and cannot be imported.
The filestags.db file isn't used for adding tags to files/folder, There stored using ADS (Alternative data streams) directly on them. but it's included in the .zip export.
Ok, so I need to re-tag my files. The files that I had tagged are shown as untagged.
If you enable the option to show "Alternative data streams", you should see the data corresponding to the tagged files.
